A Conversation with Former Mayor Jimmy Rafferty

Former Mayor Jimmy Rafferty reflects on thoughtful growth, the future of Henderson Point, and why preserving Pass Christian's residential character matters.

On a warm summer morning, we had the pleasure of sitting down with former Pass Christian Mayor Jimmy Rafferty at Cat Island Coffeehouse to talk about Tidewood, Henderson Point, and the future of the community where he grew up.

After building a career that took him to New York, Washington, D.C., and Hong Kong, Jimmy ultimately returned home to Pass Christian. His perspective is shaped not only by growing up here, but also by the experience of leaving, seeing the world, and choosing to come home.

Even before the interview began, it was easy to see Jimmy's connection to the community. As we made our way into Cat Island Coffeehouse, he greeted several familiar faces by name, exchanging a few quick hellos and catching up before we settled in.

Later in our conversation, when Jimmy described Pass Christian as a “tight-knit community,” it wasn't difficult to understand what he meant.

For Jimmy, that's what makes this coastal town different. It's not simply the beautiful beaches or historic homes. It's the people who know one another, support local businesses, volunteer through civic organizations, and take pride in preserving the character of their community.

Thoughtful Growth

Although Pass Christian has made tremendous progress since Hurricanes Camille and Katrina, Jimmy believes the city's story is still being written.

I would like to see Pass Christian grow slowly, filling in the blanks left by Hurricanes Camille and Katrina while remaining predominantly residential.

Driving through portions of the city today, it's still possible to see vacant lots where homes once stood. For Jimmy, restoring those neighborhoods through thoughtful residential development is an important part of preserving the community's future.

That is one of the reasons he views Tidewood as such a positive addition to Henderson Point.

Tidewood represents a new residential neighborhood in Pass Christian, and that's something we definitely want to have.

Rather than changing the identity of the city, Jimmy believes developments like Tidewood help strengthen what has always made Pass Christian unique—a place where families choose to put down roots and become part of the community.

More Than New Homes

While new homes certainly bring new neighbors, Jimmy also emphasized the lasting impact residential growth can have on the city as a whole.

As homes are built, the local tax base grows, creating additional resources that support schools, public safety, infrastructure, and the services residents rely on every day.

It's a benefit to the entire city. As homes are built, everyone benefits.

For Jimmy, that's another reason residential neighborhoods are so important. They don't simply add houses—they invest in the future of Pass Christian.

What Makes Pass Christian Different

When asked what separates Pass Christian from other Gulf Coast communities, Jimmy didn't hesitate.

Unlike many coastal destinations that have become dominated by tourism or high-density vacation rentals, Pass Christian has intentionally worked to preserve its neighborhood feel.

During his time as mayor, one initiative he was especially proud of was placing limits on short-term rentals throughout residential neighborhoods.

His goal was simple: protect the sense of community that makes Pass Christian feel like home.

That philosophy continues to shape the city's identity today.

Visitors are welcomed, second-home owners remain an important part of the community, but neighborhoods continue to feel like neighborhoods.

Life at a Different Pace

Throughout our conversation, Jimmy returned to one idea again and again: lifestyle.

The lifestyle is simply a much slower pace. You can have as much activity as you want—or you can slow down and enjoy the beach.

That slower rhythm can be found everywhere in Pass Christian.

Morning coffee at Cat Island Coffeehouse.

Fresh Gulf seafood from local markets that have served families for generations.

Walks along Scenic Drive.

An afternoon at the harbor.

Community traditions like Art in the Pass, Christmas in the Pass, Mardi Gras celebrations, and local festivals that bring residents together year after year.

It's just a wonderful community.

Henderson Point's Next Chapter

Just west of downtown, Henderson Point has long been one of the Gulf Coast's hidden treasures.

Quiet streets, easy beach access, and a peaceful atmosphere have attracted generations of homeowners looking for a different pace of life.

Today, the area continues to evolve.

New businesses are opening, investment is returning, and Tidewood represents another step forward in the ongoing story of Henderson Point.

For Jimmy, it's an exciting opportunity—not because it changes the area, but because it complements everything that already makes it special.

Come Experience It

When asked what advice he would give someone considering building a home in Pass Christian, Jimmy didn't begin by talking about real estate.

Instead, he offered something much simpler.

Come spend a weekend in Pass Christian. Visit the beach, enjoy the restaurants, and experience the town. I think you'll know you picked the right place.

It's advice that's consistent with the way Jimmy talks about Pass Christian. Rather than trying to sell the town, he simply encourages people to experience it for themselves.

Having lived in some of the world's largest cities, Jimmy's appreciation for Pass Christian isn't rooted in nostalgia alone. It's shaped by the perspective of someone who experienced life elsewhere and ultimately chose to come home.

Beyond the discussion of new homes and future growth, we witnessed something much more meaningful: a community where neighbors know one another by name, local businesses feel like gathering places, and people genuinely care about preserving what makes Pass Christian special.

Tidewood is certainly about beautiful homesites along the Mississippi Gulf Coast.

But perhaps more importantly, it's about becoming part of a community with a story worth joining.
